Passive enablers rank higher than usual: on average, Mana Crypt P1P1 makes a card like Sage of the Skies worth taking much earlier, since Mana Crypt changes the way you draft more than a card like Black Lotus does — but a P3P1 Black Lotus is still better than a P3P1 Mana Crypt on average.
Flexibility matters too: monocolor cards that fit into a lot of decks often rank above stronger cards that lock you into a color — that’s why Orcish Bowmasters outranks Psychic Frog here, even though Frog is the better card, since Frog forces you into blue too.
